BELGIAN INTELLIGENCE ACADEMY

Opgericht op initiatief van de Veiligheid van de Staat, de Algemene Dienst Inlichtingen en Veiligheid, het Vast Comité van Toezicht op de Inlichtingendiensten en de School voor Inlichtingen en Veiligheid van de Strijdkrachten, kadert de Belgian Intelligence Academy (BIA) in het toenemend belang dat de Voogdijoverheden hechten aan de valorisatie van de inlichtingendiensten. In deze context beantwoordt zij aan een politieke wil tot vervolmaking van de opleiding van haar personeel en dat in volle onafhankelijkheid. Met uitzondering van de cursussen die verspreid worden door de Inlichtingen en Veiligheidsschool (IVS), bestaat er vandaag in België geen enkele officiële opleiding voor het personeel van de inlichtingendiensten. Bij wijze van uitzondering worden sommigen opgeleid in het buitenland.	The Belgian Intelligence Academy (BIA), which was set up on the initiative of the State Security, the General Intelligence and Security Service, the Belgian Standing Intelligence Agencies Review Committee and the Intelligence and Security School of the Armed Forces, lies in the supervisory authorities’ growing concern for increasing the standing of the intelligence services and, in this context, is an answer to the political will to enrich the training of their staff independently. Today, apart from the courses provided by the Intelligence and Security School, there is no formal training for the staff of the intelligence services in Belgium. In exceptional cases, staff members are trained abroad.	Créée à l’initiative de la Sûreté de l’Etat, du Service Général du Renseignement et de la Sécurité, du Comité Permanent de contrôle des services de renseignement et de l’Ecole du Renseignement et de la Sécurité des Forces Armées, la Belgian Intelligence Academy (BIA) s’inscrit dans l’intérêt accru que les Autorités de tutelle portent à la valorisation des services de renseignement et, dans ce contexte, elle répond à une volonté politique de parfaire la formation de son personnel, en toute indépendance. Outre les cours dispensés par l’École de Renseignement et de Sécurité (ERS), la Belgique ne possède actuellement aucune formation officielle pour le personnel des services de renseignement. À titre exceptionnel, certains agents sont formés à l’étranger.
De BIA wil de drijvende kracht en de referentie zijn op het vlak van beroepsopleiding, gespecialiseerd zijn in het burgerlijk en militair inlichtingenwerk en erkend worden omwille van haar expertise en competenties. Om deze doelstellingen te bereiken en haar uitstraling te verzekeren, legt de BIA banden met andere academies of gelijkaardige instellingen in het buitenland. Zij stelt minder dure opleidingen voor door het rationaliseren van de beschikbare middelen en door de synergie tussen de betrokken actoren te bevorderen.	The BIA aims to be the driving force and the reference in terms of vocational training specialised in civilian and military intelligence and to be recognised for its expertise and skills. In order to achieve these purposes and to promote its value, the BIA has established links with other academies and similar institutions abroad. It provides cost-effective training courses by rationalising the available means and fostering synergies between the relevant stakeholders.	La BIA vise à être le moteur et la référence en matière de formation professionnelle, spécialisée dans le renseignement civil et militaire et à être reconnue pour son expertise et ses compétences. Pour atteindre ces objectifs et assurer son rayonnement, la BIA tisse des liens avec d’autres académies ou institutions similaires à l’étranger. Elle propose des formations à moindre coût en rationalisant les moyens disponibles et en favorisant les synergies entre les acteurs concernés.
Zij heeft als ambitie een gemeenschappelijk opleidingskader aan te bieden, gestructureerd naar het personeel van de twee diensten toe. Dit met het oog op een aangepaste vorming in functie van de noden van het personeel binnen de twee structuren maar ook voor de ambtenaren van andere Belgische of buitenlandse federale besturen die een link hebben met de Belgische inlichtingenwereld.	It strives to offer a common structured training framework to the entire staff of both services, and training courses tailored to the needs not only of the staff members of both structures but also of officials of other Belgian federal bodies or foreign authorities linked to the intelligence community in Belgium.	Elle se donne l’ambition d’offrir un cadre de formation commun, structuré à l’ensemble du personnel des deux services, une formation adaptée en fonction des besoins du personnel au sein des deux structures, mais aussi à des fonctionnaires issus d’autres administrations fédérales belges ou étrangères ayant un lien avec la communauté du renseignement belge.
De BIA biedt basisopleidingen aan voor personeel dat deel gaat uitmaken van de inlichtingendiensten en bijkomende opleidingen die kaderen in de voortgezette opleiding. En zij verzekert tevens het doorgeven van de kennis voor het personeel in functie of dat einde carrière is.	The BIA offers basic training for new staff members of the intelligence services and complementary training within the framework of continuous training, ensuring knowledge transfer for the existing or end-of-career staff.	La BIA offre des formations initiales au personnel entrant dans les deux services de renseignement. Elle encadre la formation continuée et la transmission des connaissances pour le personnel en place ou arrivé en fin de carrière.
De verstrekte vorming vindt zijn grond en zijn grenzen binnen het respect voor de wetten en het promoten en verdedigen van de democratische waarden. Ze bevordert het respect voor een moreel en regelgevend kader en de valorisatie van een ethisch gedrag van de leden van de inlichtingendiensten in elke situatie. Ze draagt er zo toe bij de twee diensten meer doeltreffend te maken, hun stabiliteit te verzekeren en zet aan tot een vruchtbare samenwerking.	The training provided finds its foundation and limits in the respect for legislation as well as in the promotion and defence of democratic values. It fosters respect for a moral ethical framework and encourages intelligence officers to adopt an ethical conduct in all situations. Therefore it contributes to increasing both services’ efficiency, to ensuring their continuity and leads them to successful cooperation.	La formation dispensée trouve son fondement et ses limites dans le respect des lois, la promotion et la défense des valeurs démocratiques. Elle favorise le respect d’un cadre moral et déontologique et la valorisation d’un comportement éthique des agents des services de renseignement en rapport à chaque situation. Elle contribue ainsi à rendre performants les deux services, concourt à assurer leur pérennité et incite à une collaboration fructueuse.
