Op 3 augustus 1990, naar aanleiding van een parlementair onderzoek naar terrorisme in Italië, geeft premier Giulio Andreotti het bestaan toe van een stay-behind netwerk. Deze organisatie, die in de jaren ’50 in het leven was geroepen, opereert onder de naam “Gladio” en staat in verbinding met andere stay-behind netwerken in West-Europa, waaronder België. On 3rd August 1990, following a parliamentary investigation on terrorism in Italy, Prime Minister Giulio Andreotti acknowledged the existence of a stay-behind network. The organisation, which had been established in the 1950s, was operating under the name “Gladio” and fostered links with other stay-behind networks in Western Europe, including Belgium. Le 3 août 1990, à l’occasion d’une enquête parlementaire relative au terrorisme en Italie, le Premier ministre Giulio Andreotti reconnaît l’existence d’un réseau stay-behind. Cette organisation, créée dans les années 1950, opère sous le nom de « Gladio » et entretient des contacts avec d’autres réseaux stay-behind en Europe de l’Ouest, dont en Belgique.
De Belgische Minister van Defensie, Guy Coëme, wordt gevraagd tekst en uitleg te verschaffen over een internationale vergadering van deze netwerkorganisatie, die eind oktober 1990 in Brussel heeft plaatsgehad. De Minister roept diezelfde dag de chef van de inlichtingendienst van het leger en de chef van SDRA VIII bij zich om zich te informeren. Alhoewel tot november 1990 niemand in België ooit van “Gladio” heeft gehoord en het Belgische stay-behind netwerk onafhankelijk van het netwerk in Italië opereerde, wordt SDRA VIII toch het middelpunt van een mediastorm en van complottheorieën die het geheime netwerk linken aan de terroristische aanslagen die in de jaren ’80 in België werden gepleegd (Bende van Nijvel, CCC, …). Op 20 december 1990 besluit de Regering het clandestiene netwerk op te heffen en een parlementair onderzoek in te stellen. Then Belgian Minister of Defence Guy Coëme was asked to provide detailed explanations about an international meeting of these networks that had taken place in Brussels late October 1990. The same day, the minister convened the head of the military intelligence agency and the head of SDRA VIII in order to obtain more information. Even though no-one had heard of Gladio before November 1990 and even though the Belgian stay-behind network performed its activities in full independence from the Italian organisation, SDRA VIII found itself in the midst of a media storm and conspiracy theories that linked the secret network to the terrorist attacks perpetrated in Belgium in the 1980s (Brabant killers, CCC, etc.). On 20 December 1990, the government decided to dissolve the underground network and to launch a parliamentary investigation. Le ministre belge de la Défense, Guy Coëme, est prié de fournir une explication circonstanciée à propos d’une réunion internationale de ces réseaux qui s’est tenue fin octobre 1990 à Bruxelles. Le même jour, le ministre convoque le chef du service de renseignement militaire et le chef du SDRA VIII afin d’obtenir davantage d’informations. Bien que personne n’ait entendu parler de Gladio avant novembre 1990 et que le réseau stay-behind belge opère en toute indépendance par rapport au réseau italien, le SDRA VIII se retrouve dans l’oeil d’un cyclone médiatique et fait l’objet de théories du complot qui établissent des liens entre le réseau secret et les attentats terroristes commis dans les années 1980 en Belgique (tueurs du Brabant, CCC, etc.). Le 20 décembre 1990, le gouvernement décide de dissoudre le réseau clandestin et de mettre sur pied une enquête parlementaire.

The link with potential terrorist attacks has never been proven and the agents’ identities have never been disclosed. Les liens avec de potentiels attentats terroristes n’ont jamais été avérés et l’identité des agents jamais révélée.
