Tussen 1921 en 1939 werkt, eerst in Parijs en vervolgens in Brussel, een tripartite inlichtingendienst, samengesteld uit vertegenwoordigers van de Britse, Franse en Belgische geheime diensten. Deze inlichtingendienst heet eerst BLAO (Bureau de Liaison de l’Armée d’Occupation). Na de afschaffing van de militaire veiligheid wordt deze dienst vanaf 1930 onder de naam BOX (Bureau of Exchange) heringericht. Het BLAO-BOX kan worden beschouwd als de logische voorzetting van de samenwerking die tijdens de Eerste Wereldoorlog tussen deze drie diensten ontstond bij het intergeallieerd Bureau van Folkestone. Between 1921 and 1939, a tripartite intelligence office composed of representatives of British, French and Belgian secret services is operationals, first from Paris, then from Brussels. This office was known as BLAO (“Bureau de Liaison de l’Armée d’Occupation”). After the suppression of the military security, it was reconstituted in 1930 as BOX (Bureau of Exchange). BLAO-BOX can be considered as the logical continuation of the collaboration that existed, during the First World War, between those three services within the intra-alliance intelligence bureau at Folkestone. Entre 1921 et 1939 fonctionne, à Paris d’abord, à Bruxelles ensuite, un bureau tripartite de renseignements composé de représentants des services secrets britanniques, français et belges. Ce bureau est dénommé BLAO (Bureau de Liaison de l’Armée d’Occupation). Après la suppression de la Sûreté militaire, ce service est reconstitué en 1930 sous le nom de BOX (Bureau of Exchange). Le BLAO-BOX peut être considéré comme la continuation logique de la collaboration ayant existé entre ces trois services au sein du bureau interallié de Folkestone actif pendant la Première Guerre mondiale.

De Duitse herbewapening laat de Generale Staf van het Belgisch leger toe om de militaire inlichtings-en contraspionagedienst opnieuw op te richten. Het Koninklijk Besluit van 27 mei 1937 geeft de Tweede Sectie de sinds 1929 aan de Openbare Veiligheid afgestane bevoegdheden terug, samen met een korps van burgerlijke agenten. Om de nieuwe dienst geheim te houden voor het buitenland maar ook voor de Belgische pers en politici wordt het Koninklijk Besluit niet in het Staatsblad gepubliceerd. Facing the German rearmament, the General Staff of the Belgian army tried to reinstall a military intelligence and security service. Together with a body of civil agents, the royal decree of 27 May 1937 gave this service the competence back which had been transferred to the Public Security in 1929. To keep the existence of this new service a secret for foreigners as well as for the Belgian press and politicians, the royal decree was not published in the Moniteur Belge. Face au réarmement allemand, l’état-major de l’armée belge s’efforce de réinstaller un service de renseignement et de contre-espionnage militaires. Les compétences transférées depuis 1929 à la Sûreté publique lui sont restituées, ainsi qu’un corps d’agents civils, par un arrêté royal du 27 mai 1937. Pour maintenir secrète l’existence du nouveau service tant à l’égard de l’étranger que vis-à-vis de la presse et du monde politique belges, l’arrêté royal n’est pas publié au Moniteur belge.
De doelbewust vaag benoemde « Service de contre-information » (SCI) wordt toevertrouwd aan Majoor Mampuys. In zijn strijd tegen Duitse spionage, kan de SCI voor de oorlog niet minder dan 43 agenten ontmaskeren. Deliberately endowed with a vague name, the “Service de Contre-information” (SCI) was under the command of Major Mampuys. In its struggle against the German espionage, before the Second World War, the SCI was able to arrest no less than 43 agents. Désigné par l’intitulé délibérément vague de « Service de contre-information » (SCI), celui-ci est confié au major Mampuys. Dans sa lutte contre l’espionnage allemand, le SCI démasque avant la guerre pas moins de 43 agents.

 

Onder de gearresteerde spionnen bevindt zich Belgisch Luitenant Joseph Dombret, van het Militair Cartografisch Instituut. Onder
invloed van zijn vriendin Simone Pierlot verkocht hij geheime militaire documenten aan een Duitse agent.
Among the arrested spies is the Belgian Lieutenant Joseph Dombret, from the military cartographic Institute. Encouraged
by his friend Simone Pierlot, he sold classified material from the army to a German intermediary.
Parmi les espions arrêtés figure le lieutenant belge Joseph Dombret de l’Institut cartographique militaire. Entrainé par son

De Utrechtse documentenvervalsing verwijst naar een operatie waarbij de Belgische Militaire Veiligheid, een dienst van de 2de Sectie van de Generale Staf, probeert om de Duitse militaire autoriteiten te misleiden via het laten verspreiden van gefabriceerde documenten. The Fake of Utrecht refers to an operation where the Belgian Sûreté militaire, a service of the Deuxième Section of the General Staff, tried to mislead the German military authorities by disseminating forged documents. Le Faux d’Utrecht renvoie à une opération dans laquelle la Sûreté militaire belge, un service de la Deuxième Section de l’Etat-major général, a tenté de tromper les autorités allemandes en diffusant des documents falsifiés.
In een eerste fase gebeurt de verspreiding via een ‘stagiair’ van de Militaire Veiligheid, Albert Frank, die was aangeworven in april 1928 omwille van zijn contacten met de Duitse spionagedienst. Wanneer de Duitsers aandringen om in het bezit te worden gesteld van documenten met een strategisch belang, besluit de Militaire Veiligheid om een gefabriceerde tekst op te stellen over de mobilisatieplannen van het Belgische Leger. The first step of the deception was made by an “internee” of the Sûreté militaire, Albert Frank, who had been recruited in April 1928 for his relations with the German intelligence agency. When the Germans insisted on obtaining strategic documents, the Sûreté militaire decided to forge a document about the mobilisation projects of the Belgian Army. Dans un premier temps, la supercherie est confiée à un « stagiaire » de la Sûreté militaire, Albert Frank, recruté en avril 1928 pour ses contacts avec le service d’espionnage allemand. Lorsque les Allemands insistent pour obtenir des documents revêtant une importance stratégique, la Sûreté militaire décide de rédiger un faux texte sur les projets de mobilisation de l’armée belge.
Eind december 1928 wordt de bewuste tekst, voorzien van de korpszegel van het hoofd van de Algemene Staf, door Albert Frank verstuurd naar zijn contactpersoon bij de Duitse spionagedienst, Hauser genaamd. De Militaire Veiligheid veronderstelt dat Hauser het document zal overmaken aan de Duitse militaire overheid, dat deze hieraan geen ruchtbaarheid zal geven en hierdoor haar eigen strategische visie zal aanpassen. At the end of December 1928, the forged document, affixed with the stamp of the General Staff, was sent by Albert Frank to his contact person in the German intelligence service, which was named Hauser. The Sûreté militaire assumed that Hauser would forward the text to the German military authorities, who would not make it public, but would take advantage of the information to modify their strategic vision. Fin décembre 1928, Albert Frank envoie le faux, muni du sceau du corps du chef de l’Etat-major général, à son contact auprès des services allemands, nommé Hauser. La Sûreté militaire suppose que Hauser transmettra le document aux autorités militaires allemandes, qui ne dévoileront pas le texte, mais en profiteront pour modifier leur vision stratégique.
De Vlaamse nationalist Ward Hermans, een bekende van Albert Frank, neemt per toeval kennis van het bestaan van deze tekst. Hij dringt bij Frank aan om hem dit document te verkopen en zo mogelijk het Belgisch-Franse militair akkoord in diskrediet te kunnen brengen. Ward Hermans, a Flemish nationalist acquainted with Albert Frank, accidentally learned about the existence of the text. He urged Frank to let him buy the document in order to potentially discredit the Belgian-French military agreement. Le nationaliste flamand Ward Hermans, une connaissance d’Albert Frank, apprend par hasard l’existence du document. Il insiste auprès de Frank pour que ce dernier lui vende le texte, afin de tenter de discréditer l’accord militaire belgo-français.
Hierop besluit de Militaire Veiligheid een tweede tekst te fabriceren op basis van Belgisch-Franse stafbesprekingen gehouden in 1927, met daarin verwerkt elementen van het Belgisch-Franse militair akkoord. Deze tekst moet enerzijds het bestaan van de eerste tekst verdoezelen en de Duitse militaire overheid in de waan laten dat zij het origineel bezit, en anderzijds dient de publicatie ervan de Vlaamse nationalisten in diskrediet te brengen. Op 28 januari 1929 wordt de tekst verkocht aan Hermans. The Sûreté militaire then decided to forge a second document on the basis of Belgian-French staff talks that had taken place in 1927, and included tampered elements of the Belgian-French military agreement. On the one hand, the second text was intended to conceal the existence of the first document and to make the German military authorities believe that they possessed the original document; on the other hand, the publication of the latter aimed at discrediting Flemish nationalists. On 28th January 1929, the document was sold to Hermans. La Sûreté militaire décide alors de forger un deuxième document sur la base de réunions d’Etat-major belgo-françaises tenues en 1927, en y insérant des éléments tronqués de l’accord militaire belgo-français. D’une part, le texte vise à dissimuler l’existence du premier document et à faire croire aux autorités militaires allemandes qu’elles sont en possession de l’original et, d’autre part, sa publication est censée discréditer les nationalistes flamands. Le 28 janvier 1929, le texte est vendu à Hermans.
Een Nederlandse uitgever verwerft zowel de tekst die Frank heeft verstuurd naar Hauser als deze die hij heeft verkocht aan Hermans. A Dutch publisher obtained both documents: the one sent to Hauser and the one sold to Hermans. Un éditeur néerlandais acquiert les deux textes : celui transmis à Hauser et celui vendu à Hermans.
Wanneer op 23 februari 1929 elementen uit beide teksten verschijnen in het Utrechts Provinciaal en Stedelijk Dagblad, is de sensatie enorm: België zou niet enkel zijn neutraliteit opgeven, maar in geval van oorlog ook een Belgisch-Franse troepenmacht naar Nederland sturen, samen met de Engelsen een front vormen aan de Belgisch-Duitse grens, enz. On 23rd February 1929, the publication of elements from both texts in the Utrechts Provinciaal en Stedelijk Dagblad caused great commotion: Belgium would not only give up its neutrality, but in the event of a war, it would also send a Belgian-French force to the Netherlands, form a front with England at the border between Belgium and Germany, etc. La publication des passages des deux textes dans l’édition du 23 février 1929 de l’Utrechts Provinciaal en Stedelijk Dagblad fait l’effet d’une bombe : la Belgique ne renoncerait pas uniquement à sa neutralité ; en cas de guerre, elle enverrait également une force belgo-française aux Pays-Bas, s’allierait aux Anglais pour former un front à la frontière belgo-allemande, etc.

 

 Utrecht

 

Ondanks bepaalde foute gegevens wordt de tekst van het artikel beschouwd als betrouwbaar en aldus gepromoveerd tot wereldnieuws. Hierdoor dreigt de positie van zowel de Belgische regering als van de Generale Staf in het gedrang te komen. Despite some incorrect elements, the text of the article was deemed reliable and the news therefore spread like wild fire. As a result, the position of the Belgian government and the General Staff threatened to be tarnished. Malgré quelques faits erronés, on considère que le texte de l’article est fiable et la nouvelle se répand comme une traînée de poudre. La position du gouvernement belge et de l’Etat-major général risque donc d’être compromise.
Om de betrokkenheid vanwege de overheid en de legerleiding te ontkennen, wordt alles toegeschreven aan een ongeoorloofd initiatief van de Militaire Veiligheid. Op 16 maart 1929 wordt de Militaire Veiligheid afgeschaft en het betrokken personeel, vijf personen en een aantal losse medewerkers, worden overgeplaatst naar de Openbare Veiligheid. In order to deny the involvement of the civilian and military authorities, the whole scandal was attributed to an unpermitted initiative of the Sûreté militaire. On 16th March 1929, the Sûreté militaire was dissolved, and the responsible personnel – five persons and some casual employees – were moved to the Sûreté publique. Pour démentir l’implication des autorités civiles et militaires, toute l’affaire est attribuée à la Sûreté militaire, qui aurait fait cavalier seul. Le 16 mars 1929, la Sûreté militaire est dissoute et le personnel impliqué, cinq personnes ainsi qu’une poignée de collaborateurs occasionnels, est transféré à la Sûreté publique.

Waar de Militaire Veiligheid, actief in de periode 1914-1918, wordt afgeschaft einde september 1919, wordt einde 1918 een nieuwe dienst militaire veiligheid geïnstalleerd ten behoeve van het Belgische Bezettingsleger in Duitsland: de ‘Sûreté Militaire de l’Armée d’Occupation’ (SMAO). Although the Sûreté militaire of the 1914-1918 period was officially dissolved at the end of September 1919, a new military agency was established in late 1918 near the Belgian forces of occupation in Germany (in Rhineland and the Ruhr): the SMAO. Si la Sûreté militaire active en 1914-1918 est officiellement supprimée fin septembre 1919, un nouveau service de sûreté militaire est installé fin 1918 près de l’armée d’occupation belge en Allemagne (en Rhénanie et Ruhr) : la SMAO (Sûreté Militaire de l’Armée d’Occupation).
Ditmaal zijn de rollen omgedraaid: het Belgische leger bevindt zich in de rol van de bezetter en moet het hoofd bieden aan het verzet van de Duitsers, die deze bezetting als onwettig beschouwen. In dit gespannen klimaat is de opdracht van de SMAO, verantwoordelijk voor de veiligheid van het leger, vitaal. That time, the situation had reversed: the Belgian army was the occupier and had to face the resistance of hostile Germans who deemed the occupation illegitimate. In this tense context, the SMAO’s mission, which consisted in ensuring the security of the army, was of the utmost importance. Cette fois, la situation est inversée : l’armée belge se retrouve dans la position de l’occupant et doit faire face à la résistance des Allemands hostiles à une occupation perçue comme illégitime. Dans ce climat tendu, la mission de la SMAO, chargée de la sécurité de l’armée, est très importante.
De taken zijn meervoudig en heterogeen. De dienst moet zich wijden aan de contraspionage, inwinnen van politieke inlichtingen zoals de controle van de publieke opinie, en het toezicht op communistische en nationalistische bewegingen. Anderzijds moet de SMAO optreden als een dienst ter handhaving van de openbare orde en als gerechtelijke politie. The SMAO was entrusted with a wide range of tasks. It had to conduct counter-intelligence and political intelligence missions (assessing the state of mind of the population, monitoring communist and nationalist movements, etc.), and act as a peacekeeping force and judiciary police. Ses tâches sont multiples et hétérogènes. Elle doit se livrer à la fois au contre-espionnage et au renseignement politique (contrôle de l’état d’esprit des populations, surveillance des mouvements communistes, nationalistes, etc.) et officier comme force de maintien de l’ordre et de police judiciaire.
De ervaringen van de Eerste Wereldoorlog maken dat de meeste van de agenten van de SMAO Duitsland-haters zijn. Er zijn voortdurend wrijvingen met de lokale bevolking. En omdat ze slecht Duits spreken, zijn ze overgeleverd aan informanten.

 

Still affected by the First World War, most SMAO agents shared an anti-German sentiment. The context regularly generated frictions between them and the local population. Since they spoke German poorly, they had to count on informants.

 

Marqués par l’expérience de la Première Guerre, les agents de la SMAO sont pour la plupart germanophobes. Ils connaissent des frictions répétées avec la population locale. Parlant mal l’allemand, ils doivent se fier à des indicateurs.

Op 21 maart 1923, naar aanleiding van een uit de hand gelopen identiteitscontrole, doodt de agent van de SMAO Schmitz een ‘Schutzpolizist’ te Hamborn, nabij Duisburg,. Schmitz handelde niet uit wettige zelfverdediging. Als vergelding doden de Duitsers twee dagen later de Belgische luitenant Graff, die zij verkeerdelijk voor Schmitz aanzien. Deze zaak choqueert de Belgische opinie.

In March 1921, during an identity check, SMAO Agent Schmitz killed, without being in self-defence, a German agent of the Schupo in Duisburg. Two days later, Germans retaliated by killing the Belgian Lieutenant Graff, whom they thought was actually Schmitz. The murder of Graff caused a scandal in Belgium. Since it casted doubts on the German justice system, Belgium undertook its own judicial investigation.

En mars 1921, à l’occasion d’un contrôle d’identité, l’agent de la SMAO Schmitz tue, sans être en état de légitime défense, un agent allemand de la Schutzpolizei à Duisburg.
En guise de représailles, des Allemands tuent deux jours plus tard le lieutenant belge Graff, pris à tort pour Schmitz. L’assassinat de Graff fait scandale dans l’opinion belge. Méfiants à l’égard de la justice allemande, les Belges mènent parallèlement leur propre enquête judiciaire.

 

De geschiedenis van de SMAO is doorspekt met aanslagen en schandalen. Zo wordt de dienst bekritiseerd omwille van zijn rol in de nasleep van de aanslag tegen de spoorwegbrug te Hochfeld (30 juni 1923), waarbij 11 Belgische militairen omkomen. Daarenboven wordt hij in vraag gesteld wanneer bepaalde van zijn agenten de Rijnlandse separatisten steunen, wat leidt tot de putsch van Aken tijdens de nacht van 20 op 21 oktober 1923.

 

The history of the SMAO was punctuated by scandals and attacks. Some agents supported the Rhineland separatism that led to the coup of October 1923. The agency was also criticised for its inefficiency after the Hochfeld attack (30th June 1923), in which 11 Belgian soldiers died.

 

L’histoire de la SMAO est émaillée de scandales et d’attentats. Certains agents soutiennent le séparatisme rhénan qui mènera au putsch d’octobre 1923. Elle est aussi critiquée pour son inefficacité à la suite de l’attentat ferroviaire de Hochfeld (30 juin 1923) qui coûtera la vie à 11 militaires belges.
