La Belgique, au seuil du premier conflit mondial, accuse un retard considérable en matière de contre-espionnage militaire. Si quelques affaires d’espions étrangers actifs sur le sol belge agitent la presse de la Belle Epoque, peu d’instruments permettent de contrer leur activité. Ce n’est en effet que le 4 août 1914, jour de l’invasion allemande, que le parlement vote enfin une loi réprimant l’espionnage. On the eve of World War I, Belgium is lagging significantly behind in respect of military counter-intelligence. Even though some cases of foreign spies active on Belgian soil hit the headlines of the newspapers of the Belle Époque, few measures existed to tackle the problem. Only on 4 August 1914, when Germany invaded Belgium, did the parliament pass a law against espionage. Aan de vooravond van de Eerste Wereldoorlog hinkt België aanzienlijk achterop op het vlak van militaire contraspionage. Ondanks het feit dat een aantal gevallen van buitenlandse spionageactiviteiten op Belgisch grondgebied de krant halen tijdens de Belle Epoque, zijn er weinig instrumenten voorhanden om deze activiteiten te stoppen. Pas op 4 augustus 1914, de dag van de Duitse invasie van het Belgische grondgebied, keurt het parlement een wet goed ter bestrijding van spionage.

Le Soir, 17th April 1907: The Theisen case was one of the most notorious pre-war cases of espionage. In 1907, Pierre Theisen, a Belgian journalist, was responsible for German espionage against France. He obtained information from military recruited through ads.
Le Soir, 17 april 1907: één van de beruchtste vooroorlogse spionagezaken is de zaak Theisen. In 1907 verricht een Belgische journalist, Pierre Theisen spionageactiviteiten voor de Duitsers tegen Frankrijk. Hij ontfutselt inlichtingen van militairen die hij rekruteert via zoekertjes in de krant.

 

L’invasion du pays va brutalement montrer les effets de cette impréparation. L’ultimatum du 2 août provoque un fort sentiment antiallemand accompagné d’un phénomène d’espionnite : chaque Allemand prend les traits d’un espion et les dénonciations affluent à la police. Dans les premiers jours d’août, le parquet ouvre par centaines des informations du chef d’espionnage et de détention d’appareil de télégraphie sans fil. Il faut travailler jour et nuit, se souvient un magistrat bruxellois, pour indaguer au sujet de tous les cas signalés. Très peu de plaintes aboutissent cependant devant les tribunaux militaires, la plupart étant sans fondement. Les vrais espions, quant à eux, profitent de l’inexpérience des Belges et, leur mission accomplie, quittent le pays au début de la guerre.

 

 

The invasion of the country quickly highlighted the effects of this unpreparedness. The ultimatum of 2nd August 1914 aroused a strong anti-German sentiment mixed with a climate of spy mania: each German was seen as a spy, and the police were swamped with denunciations. In the first days of August, the Public Prosecutor Office launched hundreds of investigations on charges of espionage and ownership of wireless telegraphy systems. You had to work night and day to investigate all the reported cases, a Brussels judge declared. However, very few complaints made it to military courts, for most of them were unsubstantiated. As for true spies, once their missions accomplished, they took advantage of the Belgian lack of experience to leave the country at the beginning of the war.

 

 

De onervarenheid inzake militaire contraspionage wordt onmiddellijk duidelijk bij de invasie. Het ultimatum van 2 augustus 1914 veroorzaakt een klimaat van sterke anti-Duitse gevoelens die gepaard gaan met een spionage-gekte: elke Duitser wordt aanzien als een potentieel spion en meldingen stromen binnen bij de politie. Tijdens de eerste augustusdagen opent het Parket honderden onderzoeken naar spionage en naar het bezit van draadloze zenders. “We moesten dag en nacht werken om alle gevallen te onderzoeken”, herinnert een Brusselse magistraat zich. Toch vinden weinig klachten hun weg naar de militaire rechtbanken omdat de meeste uiteindelijk niet gegrond blijken. De echte spionnen maken dankbaar gebruik van de onervarenheid van de Belgen en verlaten tijdig het land.

Laissez-passer de Charles Troupin, signé par le ministre de la Guerre (AGR). Cet escroc-aventurier de faible envergure parvient, peu avant l’invasion, à se faire enrôler comme agent de renseignements belge. Pendant les journées chaotiques de l’entrée en guerre, il inonda la 2e Section d’informations fantaisistes, avant d’être finalement confondu, puis fusillé pour trahison par les autorités belges.

Shortly before the invasion, this petty crooked adventurer managed to be recruited as agent in the Belgian secret services. In the chaotic times following the beginning of the war, he swamped the 2d Section with fanciful information, before being arrested then shot on charges of treason.

Vrijbrief van Charles Troupin, ondertekend door de minister van Oorlog (ARA): deze onbeduidende oplichter-avonturier slaagt erin om zich te laten aanwerven als agent bij de Belgische inlichtingendienst. In de chaotische periode voor de oorlog overspoelt hij de 2de Sectie met verzonnen informatie. Hij wordt uiteindelijk gearresteerd en vervolgens gefusilleerd voor verraad door de Belgische autoriteiten.

 

Fantasmes, inexpérience des policiers en la matière, difficulté à établir les faits même lorsque les présomptions sont sérieuses… les témoignages des autorités judiciaires convergent pour relater une expérience chaotique de l’entrée en guerre.

 

Fantasies, inexperienced police, difficulty to establish the facts even when the presumptions were strong… the judicial authorities agreed to say that the start of the war was a chaotic experience.

 

Waandenkbeelden, onervaren politiediensten, moeilijkheden bij het vaststellen van de feiten zelfs bij sterke vermoedens,…. zorgen ervoor dat de gerechtelijke instanties het erover eens zijn dat het begin van de oorlog een chaotische ervaring is.

Après des décennies d’inertie, la création d’un service spécialisé doté des moyens nécessaires pour surveiller les suspects, recueillir les dénonciations et poursuivre les recherches se fait subitement impérieusement ressentir. After decades of inertia, the creation of a specialised agency with the necessary means to monitor suspects, collect denunciations, and continue the investigations had suddenly become a paramount need. Na decennia van inertie is er plots een sterke behoefte om gespecialiseerde diensten op te richten, die beschikken over de nodige middelen om verdachten te ‘surveilleren’, inlichtingen te verzamelen en onderzoek te verrichten.
